Overview of R.J. Blackley Treatment Center

R.J. Blackley Alcohol and Drug Abuse Treatment Center is a state-operated rehabilitation center which is run by the North Carolina Department of Health and Human Services (NCDHHS). It offers inpatient treatment, psychiatric stabilization, and medical detoxification to individuals suffering from alcoholism, substance abuse, and co-occurring mental health disorders. The mission at R.J. Blackley Treatment Center is to provide essential services to improve the health, safety, and well-being of all citizens of North Carolina. The values that serve as guiding principles at the center include a people-focused approach, teamwork, proactive communication, transparency, stewardship, and joy. The treatment programs at the center use innovative solutions and therapeutic approaches that foster independence and improve the health and well-being of all its clients. The center serves adults aged 18 and above. Both types of admissions are catered in the center, voluntary and involuntary. At the time of admission, each client goes through a series of evaluations and assessments and a personalized treatment plan is created for him/her. Based on the plan, family members of the client may be invited to participate in the treatment process. Clients are educated and taught about life skills and coping skills so that they are able to rejoin society as productive individuals once they leave the facility.

Housing and Food

R.J. Blackley Treatment Center is located in Butner, Granville County in North Carolina. It is an 80-bed facility that provides a safe and private environment to its clients where they can start their journey towards recovery. Clients stay in rooms that are adequately furnished with beds, dressers, and closets. Two patients stay in one room. Each room has an attached bathroom to be shared between both the clients. The facility also consists of several therapy and counseling session rooms. All these rooms are comfortably decorated and furnished to make clients feel at home. A living room provides a cozy and relaxed environment where residents can relax and bond with each other during their free times. Outdoor recreational activities such as walks, hikes, and sports activities are also encouraged for residents. The beautiful landscapes of the campus offer a peaceful and serene atmosphere where residents can indulge in tranquility, meditation, and meaningful contemplation. There are in-house chefs who prepare meals for residents three times a day. Residents eat together in the cafeteria where meals are served. The chefs prepare healthy and nutritious foods based on the residents’ dietary specifications or restrictions. Snacks and beverages are available in the cafeteria throughout the day.

Payment Options

R.J. Blackley Alcohol and Drug Abuse Treatment Center is a state-operated, nonprofit organization that offers treatment services to adults for addiction and co-occurring disorders. It is the center’s mission to provide treatment services to as many individuals as possible irrespective of their financial resources or insurance coverage. The cost of treatment is a sliding scale based on the patient and his/her family’s ability to pay. The Reimbursement Office works together with clients and families to agree upon a cost based on the client’s individual case. The center also accepts insurance plans of some companies the details of which can be obtained from the Admissions Office.

Mandy is a graduate of Cornell University. She earned her medical degree from Yale School of Medicine. She has a Master’s degree in Public Health from Harvard School of Public Health. She completed her training in Internal Medicine at Massachusetts General Hospital. Mandy has a vast experience in leading complex health organizations and has served at prestigious designations of various organizations.

Kody Kinsley
Deputy Secretary for Behavioral Health

Kody has a Bachelor’s degree from Brevard College, Brevard, NC and a Master’s degree in Public Policy from the University of California, Berkeley. He has served at various leadership positions in behavioral healthcare organizations and the US Department of Health and Human Services. His responsibilities at R.J. Blackley include overseeing the division of mental health, developmental disabilities, and substance abuse services.

Elizabeth Cuervo Tilson
State Health Director and Chief Medical Officer

Elizabeth has a Bachelor’s degree in Biology from Dartmouth College. She received her medical degree from John Hopkins University School of Medicine. She also has a Master’s degree in public health from the University of North Carolina at Chapel Hill. she completed her residency in pediatrics at John Hopkins Hospital. She is board certified in pediatrics and public health.
